Towing Services & Fee Schedule on National Highways

1. Service Offerings:
(1) Freeways are divided into seven sections. We commission private companies to provide towing services for large and small vehicles by making announcements once every two years.

(2) The list of commissioned vendors and their respective service areas is as follows: (ALL), (Zone 1), (Zone 2), (Zone 3), (Zone 4), (Zone 5), (Zone 6) and (Zone 7).
(3) Services: Only the towing of large and small vehicles. Excluding fuel refills, water refills and vehicle inspections and repairs.
(4) Service hours: 24 hours a day.

2. Fee Schedule
(1)Towing of Small Vehicles
The fees are the same across the board. They consist of the two items as follows:
I. Towing fees:A minimum charge of NT$1,500 is levied for any service within 10 kilometers. Additional NT$50 is charged for each kilometer exceeding 10 kilometers.
II. Onsite charges:NT$900 or NT$1,800 is charged, depending on the seriousness of the accident. No charge is levied for very minor accidents. 
III. These charges already include business taxes, a hazardous duty allowance, mark-ups for holidays and night times and any other expenses.

(2)Towing of Large Vehicles

Note: This table is only applicable to the towing of vehicles that break down or are involved in accidents. It excludes onsite operations for accidents.

 II. Other Service Items & Charges (Only with the permission of vehicle owners or drivers)   
(I) Brake Off: NT$1,000.
(II) Removal of the Shaft or Drive Shaft: NT$1,000
(III) Use of the Suspension Bar (Applicable: when the shaft, the transmission or the drive shaft have malfunctioned and towing of the vehicle on the vehicle’s own tires becomes impossible): An additional NT$5,000 is charged for a vehicle over 15 tons. An additional NT$3,500 is charged for a vehicle less than 14.9 tons.
IV. All the fees stated above are the maximum amounts and exclude business taxes.  

3. Reminders:
(1) Before Towing:
 I. Please make sure that the towing vehicle is authorized by the Taiwan Area National Freeway Bureau. The color of these vehicles is yellow for Section 1 through Section 6 (National Freeways No. 1, No. 2, No. 3, No. 4,No. 6, No. 8 and No. 10) and these vehicles are marked in black “Commissioned by Taiwan Area National Freeway Bureau (as shown in the picture). The color of these vehicles is black for Section 7 (National Highway No. 5) and these vehicles are trimmed in red, with a stripe approximately 20 centimeters in width, and marked in white “Commissioned by Taiwan Area National Freeway Bureau (as shown in the picture). On the windshield is attached the ID proof (as shown in the picture). Service staff members all wear company uniforms and have ID cards for the towing services they provide (as shown in the picture).
 II. Please review in advance the “Three-Part Service Contract for the Small-Vehicle Towing Service on Highways” or the “Three-Part Service Contract for Large Vehicles Towing Services on Highways”. The service charges are listed on the back of the third part of the service contract(s). Please read through the contents, confirm all the data entries (including the details of the towing service vendor, towing vehicle and service staff) and sign in the column for the car owner or driver before you agree to use the towing service.
  III. The service charges for towing small vehicles consist of the towing fees and the onsite charges; whereas those for the towing of large vehicles consist of the towing fees and other service items & charges. Either vehicle owners or drivers should request the service staff to fill in the forms accurately in order to avoid future disputes.
  IV. Vehicle owners or drivers should define the locations for the vehicles to be towed to and contract with the repair centers themselves in order to maintain their rights.
(2)After Towing: Please make sure that you keep the receipt intended for the vehicle (the third part) of the service contract.
(3)Relevant Regulations:
I. If the vehicle cannot continue to run due to mechanical breakdowns or other emergencies, it should move out of the traffic lane and stop on the shoulder to wait for help. Before the vehicle exits the driving lane, the driver should activate the turn signal and drive onto the shoulder slowly and gradually. The whole vehicle or any extended part of cargo onboard should be off the road. During the wait for help, the driver should turn on the hazard lights and place a warning sign 50-100 meters behind the vehicle.
II. If for any reason the vehicle in question cannot leave the road, the driver should not only turn on the hazard lights but also place a warning sign 50-100 meters behind the vehicle. It is also necessary to inform the competent authorities or the police immediately for assistance. The driver should help passengers find a safe place.
III. Any vehicle that breaks down and is parked for over two hours on the shoulder along the outside lane of the road on the highway or superhighway should be towed away, secured and processed. Penalties should also be levied.
IV. If a vehicle owner or driver enjoys free towing services due to his or her holding of banking cards or membership cards, such services are a part of the contracts they have with the issuing banks or membership firms. However, such free towing services remain a business activity as it is part of the service contract; therefore, such free towing services remain subject to Article 26 of the Freeway and Expressway Traffic Control Regulations if they are provided on freeways or expressways. In other words, the towing services should be provided by vehicles registered with and approved by Taiwan Area National Freeway Bureau.

4. Inquiries & Complaints:
In case of improper charges, excessive bills or any other suspected illegal dealings, please note the number and license plate of the towing vehicle, company name of the service provider, time and location to make inquiries or file complaints with the engineering divisions in charge.
