1. Introduction to the project
With rapid development and the growth of population, the traffic volume in Xizhi area has become very high at peak time, making heavy traffic in the main intercity roads of Xizhi area such as National Freeways No.1 and No.3, Datong Road and Hsintai Fifth Rd. In the Hengko area of Nangang, the passing vehicles of north-south directions need to enter or exit National freeway No.3 via Hsintai Fifth Rd Interchange, which results in inconvenience for drivers and impacts traffic loads for local transportation. Thus, with the authorization of No. 0970010208 dossier on Nov 6th, 2008 from Ministry of Transportations and Communications, the project of improving the Hsintai Fifth Rd interchange and Nangang interchange can be implemented. 

2. Objects of the project

1) To improve the traffic situation of the southbound ramp and northbound ramp of Hsintai Fifth Rd interchange
2) To discuss the possibility of adding southbound ramp and northbound ramp for No.3 National freeway to connect Nangang interchange in order to improve the flexibility of Nangang interchange and to reduce the traffic loads of Hsintai Fifth Rd interchange. 

3. The content of the project
1) Improvement works for Hsintai Fifth Rd interchange include standardizing southbound ramp and northbound ramp, adding left-turn lane and U-turn lane for Hsintai Fifth Rd road, adjusting RAMP 4 exit ramp with broadening Hsintai Fifth Rd road and adding scooter lane.
2) Improvement works for Nangang interchange include adding enter and exit ramp for Hengko road and broadening lanes on both sides between Hsintai Fifth Rd interchanges. 

4. Total expenses: about NT$386 million 

5. Expected date: the project is expected to finish in the first quarter of 2012.
