About Us:
I. Brief:
The original name of the branch was "First Engineering office" established on January 2, 2018 in accordance with the instructions of the R.O.C. Executive Yuan Letter No.10700323011, the First Engineering Office is the result of the consolidation between the First District Project Office of the Taiwan Area National Expressway Engineering Bureau (the First District Project Office) and the Widening Construction Office of the Taiwan Area National Freeway Bureau (the Widening Construction Office). The new Engineering Office will continue to undertake construction, widening and rehabilitation projects in the northern Taiwanarea (north of the Da'an River in northern Taiwan) and work for the benefit of the public, inconjunction with the Ministry of Transportation and Communications(MOTC) restructuring operation the name was changed to  First Engineering Branch Office form September 15, 2013.
 
 
 
(1) Projects executed by the Taiwan Area National Expressway Engineering Bureau First District Project Office
The First District Project Office was founded on January 5, 1990 and was in charge of the construction of the Xizhi-Zhonghe Section of National Freeway No. 3 and the Jilong-Xizhi Section of National Freeway No. 3.The projects were opened to traffic on August 24,1997 and August 1, 2000.In 1997, on behalf of the Civil Aeronautics Administration, M.O.T.C. it initiated the Matsu, Penghu and Hualien airports’ expansion projects and completed construction of the parking tower of Terminal 2 (Phase 2) of the Taiwan Taoyuan International Airport. From2003, it was responsible for the Bali-XindianLine (Bali to Wugu Section)engineering project on the East-West Expressway and parking lot of second terminal of the Taoyuan International airport. In the meantime, it also performed the Madong System Interchange engineering project (connecting with Wanrui Expressway) of the Construction and Planning Agency, Ministry of the Interior.
From March1,2006, the First District Project Office was commissioned by a number of government agencies, such as the Judicial Yuan, the Ministry of Education, the Sports Administration of the Ministry of Education, to execute a variety of architectural engineering projects, among which are: the Judicial Personnel Study Center of the Judicial Yuan and Taipei High Administrative Court Office Building;Chinese Opera, Traditional Formosa Opera, Hakka Opera Building, and the Girl’s Dormitory of the National Taiwan College of Performing Arts; Marine Science and Technology Building of the National Museum of Marine Science and Technology;Computer Information and Library Building of the Kinmen Institute of Technology; design and construction of the Deming Building of the National Taiwan Normal University Affiliated Senior High School; design and construction of the teaching building of the Luodong Industrial Vocational High School; Keelung School of Special Education school building; Gongxi Shooting Range of the National Shooting Training Base.
Starting from March 1, 2007, the First District Project Officealso took over the projects of the Third District Project Officewhose jurisdiction was from the northern part of the Nangang System Interchange on Freeway No. 3 to Suao township, and included their construction supervision, acceptance and maintenance of the Taipei-Yilan Expressway (National Freeway No.5). From February 9, 2009, the Office was tasked with carrying out construction supervision of the Widening Project of the Wugu-Yangmei section of National Freeway No.1 which was opened to traffic on April 20, 2013.Work was also undertaken on such projects as installation of six box culverts along the Wugu-Yangmei section (at Chencukeng Rd., Taoyuan City Highway No. 6, Minsheng North Rd., Xinxing St., Longan St., Hechen North Rd.), construction of an adjacent roadway at National Freeway No. 1 (49k+120~670), construction of an access ramp to the Wugu-Yangmei viaduct and others. From February of 2014, the Office was charged by the Coast Guard Administration, Executive Yuanfor the execution of theTaiping IslandTransportation Infrastructure Renovation project, which was successfully completed on May 5, 2016. Another important project was assisting the Agency Against Corruption, Ministry of Justice with the renovation of its offices begun in December 2015 until the completion on December 25, 2016. Since November 2015, the office undertook theTaiwan Taoyuan International Airport WC Taxiway Relocation and Dual-Lane project, estimated to be completed in July of 2019.
(2) Projects of the Widening Construction Office, Taiwan Area National Freeway Bureau
Widening Construction Office of the Taiwan Area National Freeway Bureau wasestablished on May 1, 1991 in accordance with the Letter No. 1678 approved by the Executive Yuan on April 15, 1991. Its former title was the Taiwan Area National Freeway BureauXizhi-Wugu Viaduct Widening Construction Office, and its main task was to handle engineering works for the widening of the 21.5-km-long Xizhi-Wugu viaduct. Since National Freeway No. 1 was overloaded and the issue required speedy resolution, the new title – Widening Construction Office of the Taiwan Area National Freeway Bureau – was approved by the Executive Yuan since July 1, 1996. One of its first tasks included the widening construction engineering works of National Freeway No. 1, Yangmei-Hsinchu and Hsinchu-Sanyi sections with a total length of about 80 km. In order to balance the economic development between Taiwan’s northern and southern, as well as urban and rural, areas, in 1998 the Office commenced the 155-km-long Yuanlin to Kaohsiung section widening project, which was completed by the end of 2007. Another important project, undertaken by the Office and begunand completed respectively in 2009 and the end of May 2012 was the widening constructionengineering works of National FreewayNo. 2.
In addition to this work, since 2006 the office has executed a number of important interchange improvement projects, including in locations as: on National Freeway No. 1 at Dahua and Wugu, Hsinchu Science-Based industrial  Park,Interchange, Touwu, Tongluo, Huwei, Minxiong, Dawan, the Dingjin System, Tainan, Youshi and National Freeway No. 3 Xintaiwu Rd., Nangang, Tucheng, Nantou, Nanyun, Gukeng, Liuying, Shulin, Yanpu, the Tianliao 3rd Bridge and the Zhongliao Tunnel Improvement Project of National Freeway No. 3, the Shengang Interchange added north ramp project of National Freeway No. 4, as well as the Toucheng viaduct improvement project of National Freeway No. 5. From 2007 to 2009, the Office undertook a number of bridge anti-seismic reinforcement projects on sections of national freeways opened to traffic. Since 2007, it has continued to perform the bridges anti-seismic reinforcement projects of the National Freeway (the first period) and successively completed in 2009. Beginning in 2011, the Office was performinging second-phase projects for the anti-seismic reinforcement of national freeways and bridges (first priority road section) completed in 2014. The office will continue its active part in the future anti-seismic reinforcement projects for the national freeways and bridges of northern Taiwan, to make the country’s transportation system more safe and reliable.
