◎A Brief Introduction to the Second Engineering Branch Office
Establishment-
In accordance with the approval issued by the Executive Yuan on December 31st, 2017, it was decided that the Second Engineering Office of the Taiwan Area National Expressway Engineering Bureau (TANEEB) merge with the Widening Construction Office of the Taiwan Area National Freeway Bureau (TANFB), and is named the Second Engineering Office of the Freeway Bureau, Ministry of Transportation and Communication (the Office). Taking the Da-an river as a boundary, the Office continues to execute the projects of new construction, widening construction, and reconstruction of the freeway system for the central and southern portions of Taiwan. After going through the Ministry of Transportation and Communications (MOTC) restructuring operation, the name was changed to "Second Engineering Branch Office" on September 15, 2023.
A. About the Predecessor, the Second Engineering Office of TANEEB
Approved by Document No.01417 (issued on January 24, 1990) of the Ministry of Transportation and Communications, the Second Engineering Office (the ex-office) of Taiwan Area National Expressway Engineering Bureau, Ministry of Transportation and Communications was set up on January 5, 1990. The ex-office was originally responsible for the engineering of Jhonghe – Chunan section of National Freeway No.3 and Taoyuan Inner Beltway (i.e. National Freeway No.2). After these sections were put into use in February 1996, the ex-office was transferred to the current position at Shengang Town, Taichung County in October 1996 to supervise the engineering of Chunan-Caotun section of National Freeway No.3 and Taichung Inner Beltway (i.e. National Freeway No.4). On July 16, 2002, the engineering of Nantou section of National Freeway No.3 was also transferred to be supervised by the ex-office. All the above sections were put into service on January 11, 2004.
In addition, the ex-office also undertook the re-construction work of Andingwan section (Anding Tunnel Project) and 14K+300 section of Road No.II-1 of Chi-Tou Special Scenic Area, Shuitougu – Jenai Tunnel section (west) and East Chousher Tunnel – Fachi Village section (east) of Road No.71 of Nantou County, and the extension work of Changbin – Taichung section of East-West Freeway and Line 134a of Changhua. The above sections have already been put into service.
From February 5, 2007, the ex-office was assigned to undertake the businesses of the Fourth Engineering Office of the Bureau, including completion of Yunlin – Linbian section of National Freeway No.3, Tainan – Shanhua section of National Freeway No.8 and Yenchao – Chishan section of National Freeway No.10, and new construction projects of the campus of National Singang Senior High School of Arts, the connection between National Freeway No.8 and West Coast Expressway, Hsinwei Bridge of Maolin National Scenic Area, and the scenic road of Dapeng Bay National Scenic Area.
The ex-office was moved to current location near Changhua City, and continued to carry out the construction projects of Nantou section of National Freeway No.6, Taichung Beltway – Fengyuan Dakeng section, east section of No.2 Line and north section of No.4 Line of Taichung Life Circle. The ex-office is also undertaking the get-through project of Wanfeng Village – Fachi Village section of Nantou County, and the construction projects of the Library and Teaching Building of National Taichung First Senior High School, the classroom and Executive Building of National Chung Hsing Senior High School.
Under the agreement with the Civil Aeronautics Administration, the ex-office also worked out some achievements continually, including the Follow-ups Project for an Extension to the Terminal at Kinmen Airport, the First Stage Plan for the First Phase Development of Central Taiwan International Airport, and the Reconstruction Works for Runway and Taxiway Pavement of Magong Airport.
At present, the ex-office mainly focuses on the construction works of the Connecting Viaduct for Kaohsiung Port (estimated completion by December 10th, 2018), the Kinmen Bridge Project (estimated completion by September 9th, 2020), and the National Freeway No.4 Taichung Circular Line Fengyuan-Tanzi Section Project (estimated completion by June 30th, 2021).
B. About the Predecessor, the Widening Construction Office of TANFB
The Widening Construction Office was set up in accordance with the Organization Regulation Article 11 as the Taiwan Area National Freeway Bureau, Ministry of Transportation and Communications, on April 15, 1991, in response to the Executive Yuan's Tai 80 Yanzongzi No. 1678 order, and on May 1 of the same year, it was officially approved as a provisional organization. The Widening Construction Office's original name was the Xizhi Wugu Section Elevated Viaduct Widening Construction Office. Its main duty was to manage the 21.5 kilometer Xizhi-Wugu Section elevated viaduct widening project of the National Freeway No.1 located in the Taipei metropolitan. Later, considering with the capacity of the National Freeway No.1 was insufficient and the traffic service level was steadily declining, this office was responded to a request by the Executive Yuan on July 1, 1996 and changed its name to the Widening Construction Office. The office so continued with the widening project for the 80-kilometer long National Freeway No.1 Yangmei-Hsinchu and Hsinchu-Sanyi sections. In addition, to comply with the government's plan to stimulate our nation's economic development from the south to the north and narrow the gap between urban and country areas, after completing the widening and building of the Yangmei-Hsinchu and Hsinchu-Sanyi sections in stages, the Widening Construction Office then proceeded with the widening project for the rest 155 kilometers of the National Freeway No.1 (Sun Yat-sen Freeway), Yuanlin-Kaohaiung section in 1998, and it's expected that before the end of 2007 this section will be opened to traffic in stages. The National Freeway No.2, the main route heading to the Taoyuan International Airport and also linking up the National Freeway No.1 and No.3, started to widen since 2009 and the widening project is going to complete on May of 2012.
Some interchanges of National Freeway No.1 and No.3 also needed building and improving, and were put into practice since 2006. As for National Freeway No.1, there have been newly-built interchanges or interchange improvements at Dahua, Wugu, Touwu, Tongluo, Huwei, Minxiong, Dawan, Dingjin, Tainan, and Youshi. As for National Freeway No.3, there have been the same projects at Sintai 5th road, Nangang, Tucheng, Nantou, Nanyun, Guken, Liuying, Hsulin, and Yenpu. The similar project were also executed at Toucheng for National Freeway No.5 and at Shenggang for National Freeway No.4. In addition, a road construction project especially designed for transportation of aggregates from Dahu to Kaohsiung and Pingtung connected to National Freeway No.10 was finished. Also a mid- and long-term improvement project for the bridge at Tienlao and the Chunglao tunnel of National Freeway No.3 is running now. Beside the main duty of the National Freeway No.1 widening project in aforementioned, this office has been entrusted to manage the freeway bridges seismic retrofitting project since 2007, and the first stage of the project had been completed in 2009. The second stage of this project was launched in 2011 and was completed in 2014. The sussessive stages of seismic retrofitting projects for various freeway bridges will be continually planned and carried out.

Traffic Information-
●Driving a car-
For both northbound and southbound vehicles, please drive along National Freeway No.1, and then get off the exit at Houli Interchange. Turn right to Meishan Road, and turn right at the first intersecion to Yuntou Road to get to the Office.
●By public transportation-
For guests at Taiwan railway administration Houli station, please take the bus routed #155 heading for LIHPAO Resort operated by the CTbus Bus Company, and get off at the Yuemei Sugar Factory stop. Walk to the Office in about 10 minutes.
